If there best practices for publishers, then  must be the same for Ad networks?

- The ad networks  charge $20.17 to sponsors, and pay a publishers 27 cents by cpm

The  Ad networks working with Publishers are required to follow, understand an adhere to the following policies, so please read them thoroughly and in full. If they fail to comply with these policies, the publishers  reserve the right to disable your ad serving in our sitea and/or terminate our  business.

2.- Not terminated accounts publishers without comunicate  directly by email and phone and try to solve any problem.

3.- The Ad networks must to Pay us by the use the cookies in ours web pages.

4.- The publishers have a legal spokesman for any polices of best practices for publishers.

I would hope that any ad network that doesn't adhere to any sort of "best practices" would quickly go out of business because publishers wouldn't put up with it. But I'm sure there are plenty of unsavory ad networks out there...
